BIOSAFETY OFFICER

RE: Delegation of Authority - Responsible Official for Controlled Substances Program (Business and Finance Bulletin BUS-50)

Effective immediately, and in accordance with the University of California Policy, Business and Finance Bulletin BUS-50 and all applicable Federal and State laws, I am delegating to your role as Biosafety Officer the authority to act as the campus Responsible Official with the ongoing oversight and Administration of the Controlled Substances Program. As the Responsible Official you are accountable to:

1.    Establish and oversee the Controlled Substances Program in accordance with DEA regulations and best practices;

2.     Sign all DEA registration on behalf of the UC Regents; and

3.     As appropriate, grant a Power of Attorney to managers to enable them to obtain and execute order forms for controlled substances.

The Responsible Official may designate one or more individuals to implement and manage the program. Further clarification of responsibilities is given in BUS-50, section IV and section V. c. (attached). Also attached is BUS-50, Controlled Substances Program - Best Practices Guide.
