CIVIL RIGHTS, WHISTLEBLOWER, AND CLERY COMPLIANCE
Re: Delegation of Authority - Locally Designated Official (Whistleblower)
Pursuant to the letter formally delegating Whistleblower Locally Designated Official (LDO)
authority to me as Associate Chancellor and Chief Ethics, Risk, and Compliance Officer by the
Chancellor, dated May 22, 2026, this letter formally delegates to the Assistant Vice Chancellor, Civil
Rights, Whistleblower, and Clery Compliance the authority to carry out responsibilities assigned to
the Locally Designated Official (LDO) and/or delegable by the Chancellor under the UC
Whistleblower Policy and the UC Whistleblower Protection Policy.
You are delegated full authority to perform all LDO functions and responsibilities as set forth in the
above-referenced policies. This includes the primary responsibility for receiving reports of
suspected improper governmental activities, oversight of local implementing procedures, and
oversight of the investigative process related to the misuse of University resources.
In addition to the authority assigned to the LDO within the policies, pursuant to Section IV.B.1. of
the Whistleblower Protection Policy, which permits the Chancellor to delegate any of their duties
under the policy including decision-making authority, you are hereby delegated authority to:
1) Establish, maintain, and update local implementing procedures in accordance with the
Whistleblower Protection Policy;
2) Review investigation reports related to allegations of retaliation and render decisions;
3) When there is a finding of retaliation, determine the appropriate actions to be taken against
the employee who violated the policy, consistent with Section G of the Whistleblower
Protection Policy and applicable personnel policies and collective bargaining agreements.
This delegation is effective as of the date of this letter. This delegation confirms and ratifies the
authority under which the Assistant Vice Chancellor has been serving as LDO and any actions taken
in that capacity prior to the date of this letter.
This authority may not be redelegated.
