Civil Rights Units

Kellie Brennan is the current Assistant Vice Chancellor of Civil Rights, Whistleblower & Clery Compliance (AVC). In this role, she oversees three Civil Rights units: the Office for the Prevention of Harassment and Discrimination (OPHD); the Clery Compliance Office; and the Whistleblower Investigations Office. All three units ensure the University's compliance with laws and policies and contribute to creating safe and respectful learning, working, and research environments at UC Berkeley.

The Office for the Prevention of Harassment and Discrimination (OPHD)

OPHD oversees campus compliance with policies that prohibit discrimination and harassment including based on protected categories. OPHD receives reports of harassment and discrimination, provides support to those harmed, and resolves matters either formally or informally.

Clery Compliance Office

The Clery Division focuses on ensuring transparency in campus safety and security by overseeing institutional compliance with federal law (Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act), as well as campus and UC policy.

Whistleblower and Whistleblower Protections Program

The Whistleblower and Whistleblower Protections Program responds to reports of known or suspected improper governmental activity and retaliation and provides guidance to Whistleblowers and others seeking to raise a complaint or concern.

The AVC serves as: 

  • The designated Title IX Officer and Director of OPHD, responsible for coordinating compliance with Title IX regulations and implementing (with support from Deputy Title IX Officers and campus partners) the UC Policy on Sexual Violence and Sexual Harassment for the campus.
  • The designated Locally Designated Officer (LIO) as defined under the University’s Anti-Discrimination Policy, responsible for coordinating compliance with this policy, including investigations, reports, and remedies, and providing educational materials to promote compliance with the policy.
  • The designated Title VI, Title VII, and Section 1557 officer responsible for coordinating compliance with federal nondiscrimination requirements per the US Department of Education’s Office for Civil Rights.
  • The campus Local Designated Official (LDO) as defined under the University’s Whistleblower and Whistleblower Protection policies, and is primarily responsible for several functional areas of federal and state regulatory compliance and protection programs.
